Summary:

If you stop SQL Server Desktop Edition, SQL Server Personal Edition, or MSDE while Query Analyzer or Enterprise Manager is still open, SQL will not restart.

Additional Information:

This is unrelated to Encryptionizer. In order to restart SQL, close all Query Analyzer and Enterprise Manager windows and retry.
